A legislative bill has been introduced in the Washington legislature, seeking to allow convictions for municipal indecent exposure ordinances to count toward determining felony status. Two convictions for indecent
exposure, and you're a felon. HB 2645 would allow one or both of those to be violations of a municipal ordinance, even if that ordinance enforces standards that are different from the standards of the State's statute. Those living outside Washington can certainly express legitimate concern, since the wording of the bill allows convictions under municipal ordinances in other states to count toward felony status.
