When you write or call:

NAC encourages ALL NATURISTS to contact the Washington lawmakers who serve on the House Rules Committee. Contacts from residents of Washington are most valuable, of course, but this issue could affect anyone, resident or not.

WRITE: Letters written conventionally with pen and paper and mailed with a postage stamp are welcome. However, NAC expects the committee to move rapidly in its consideration of HB 2645. Since time may be short, faxing or e-mailing your comments is a good way to get them to committee members in a timely manner. Keep your remarks brief and polite. At a minimum, state very clearly that you oppose House Bill 2645 and wish the committee member to vote against it if the committee takes a vote. If you are a Washington resident, please say so. Sign your letter, your fax or your e-mail. Unsigned correspondence is often simply discarded.

CALL: Call the office of each lawmaker and ask to speak to the Representative by name. You will probably find that the lawmaker is unavailable. That's okay. Politely give your information to the aide, who is trained to report it to the lawmaker. Keep your remarks brief and polite. When you are communicating by phone, always give your name. Anonymous calls are discounted. Do not expect return calls from lawmakers. If you are a Washington resident, please say so. Be sure to say clearly and specifically that you oppose House Bill 2645 and wish the Representative to vote against it.

DO BOTH: It's not a bad idea at all to follow your e-mail or fax with a phone call.
 

The Naturist Action Committee suggests the following points:

    1. House Bill 2645 proposes an unecessary and improper revision to the state's indecent exposure law. Even after the most recent amendments to it, the bill remains poorly written and poorly executed.

    2. Those pushing House Bill 2645 want convictions for municipal ordinances to count toward making a person a FELON after just two convictions. We feel strongly that making someone a felon needs to remain state business, not the business of municipal judges.

    3. Despite multiple attempts at amending the bill, state lawmakers cannot guarantee that municipal ordinances will set the same standards as the state does for lewd conduct or indecent exposure. Rep. Ruth Kagi asked this specific question of the legislative staff at the February 6 meeting of the House Criminal Justice and Corrections Committee. Staff confirmed that the standards could be different. Rep. Kagi subsequently voted against the bill in committee.

    4. House Bill 2645 would allow a municipal judge to declare, in the process of convicting someone for violating a municipal ordinance, that the person's behavior would also have violated the state statute - without giving that individual the chance to respond to charges under the statute itself. This is a probable violation of due process. House Bill 2645 would make bad law for the State of Washington.

    5. Under existing law, municipalities have always had the ability to charge individuals with violations of the state indecent exposure statute. House Bill 2645 is unnecessary.
